Moving
For move in to city, or move out from the city or relocation within the city you must take the following procedures.
1. City Office
When you move in to the city, you must report the address changes to the Citizens' Affairs Section with your Non-Japanese Registration Certificate and your passport within 14 days after your arrival. If you want to join in a national health insurance, apply at the Health Insurance and Pension Plan Section.
When you move out, return the insurance card to the Health Insurance and Pension Plan Section.
When you relocate your place, apply the address change at the Citizens' Affairs Section with your Non-Japanese Registration Certificate. Also if you have a policy of the national health insurance, bring the card for address change.
2. Telephone
Call 116 for move in, move out and relocation. An installation work may be required for move in, and an appointment must be made in advance if the work is needed.
3. Electricity
Call Tokyo Electric and Power Company Narita Office (Tel: 22-2321) a week before you move out or relocate the current location. When you move in, turn on the circuit breaker to start using and mail the utility application card that you can find it as attached with the breaker or inside the mailbox.
4. Gas
Call Chiba Gas Company Narita Office (Tel: 26-2151) a week before your move in, move out or relocation, for open or close the valve (main gas supply valve). Call suppliers for propane gas.
5. Post Office
Report your move-in and new address to the nearest post office in the card that you can get at the post office. When you receive a mail with previous address, the mail will be forwarded to your new address for a year. It can be extended another year if you request it.
6. Elementary and Middle School.
If you need an entering elementary or middle school in Japan, apply an Non-Japanese Registration Certificate at municipal office first, and then visit board of education office (on 5th floor in the municipal building) for an application of the entry.
Also contact the educational office when you move out or relocate.
7. Others
You are required to report an address change for bank account and driver's license, if you hold them. Visit the bank office that has your account, and visit driver's license examination center or police office in your area for reporting the address change. For the address change of driver's license, your Non-Japanese Registration Certificate is required to prove the new address.
If you have been subscribing a newspaper, let the newspaper dealer know your address change.
