Non-Japanese Registration
The Non-Japanese Registration Card is your identification card while you keep residency in Japan. The Non-Japanese Resistration is mandatory and must be carried with you at any time. Please apply for it at the Non-Japanese Registration window at the Citizen Department of a City Office.
1. New Registration Application
Where to apply: Narita City Office, Citizen Department

Application Period: For persons staying over 90 days Application should be made within 90 days after the date of entering the country.
If age 16 or older...Application must be made in person
If under age 16...Application should be made by father or mother living with the person.
Required Documents: a. Passport
b. 2 photos (4.5 cm high x 3.5 cm wide)
* Photos must be taken within past 6 months. Not required for those under 16 years of age.
2. Change of Registration Contents
You must make a change application when there is a change in your address, name, employer, residence status, etc. The application should be made in person or by a relative. If the person is under age 16, application is to be made a father or mother living with him or her.
Where to Apply: Narita City Office, Citizen Department

If you relocate to a new municipality, make the application at the new municipal office.
Application Period: Make within 14 days of any changes.
(1) Address Change
Required items: Foreign Registration Card
(2) Name or Nationality Change
Required items: Non-Japanese Registration Card, 2 photos, a passport (Proof of change document)
(3) Change of Resident Qualification, residence period, occupation, location or name of employer.
Required items: Non-Japanese Registration Card, passport, proof of change document
3. Reissue Application
Along with stolen report of your Non-Japanese Registration Card to police authorities, within 14 days, please make a re-issue application by using the same procedures as those for a new registration application.
4. Replacement Application
Should your registration card become seriously worn or soiled or become completely filled in with further making it impossible to add new entries, please apply for a replacement by presenting your original registration card, a passport and 2 photos.
5. Confirmation (Renewal) Application
Please apply within 30 days of your registration card's [ Next Confirmation Reference Date] by presenting your registration card, a passport, and 2 photos.
Since there is no renewal required for those under age 15, make the application within 30 days of your 16 birthday in the same manner given above.
6. Return of Non-Japanese Registration Card
When leaving Japan, return the registration card to the immigration Inspection officer. Also, return in it in person to the City Office Citizen Department within 14 days when you obtain Japanese nationality, or in the case of death, by a relative or representative.
7. Original Form Entry Certification for Registration (Certification that Non-Japanese Registration has been completed)
This certifies that the City Office citizen department has registered the Item. Please bring the Non-Japanese Registration Card and make the application in person or by a family member living with you.
A letter of authorization is required if done by a representative.
